The Citizen Diplomacy Fellowship
The Citizen Diplomacy Fellowship Programme will bring together young professionals from diaspora to contribute and reconnect with their country of origin. This programme is initiated and fully funded by the Ministry of Foreign Affairs and Diaspora (MFAD)

The fellowship will begin in October and end in March.
The future of Diaspora
Diaspora has had a key role in the state-building of our Republic. It is time they are included in the policy-making processes in a formal setting. This programme intends to include diaspora with diverse backgrounds, skills, and knowledge, in coming up with creative solutions to Kosova’s challenges.
Purpose
In order to enhance the image of Kosova globally, fellows will have the opportunity to travel, network with professionals, and gain a better understanding of the cultural and political context of the country. Fellows are expected to utilize their skills in furthering the goals of the citizen engagement concept, as well as provide key input in engaging diaspora in the policy-making processes.

The Citizen Diplomacy Fellowship
The Citizen Diplomacy Fellowship (CDF) program is an initiative that brings together young professionals from the diaspora, motivating them to play a significant role in promoting the political, economic, and socio-cultural development of Kosova. Simultaneously, it aims to strengthen their connection to their cultural roots and homeland. This programme is initiated and fully funded by the Ministry of Foreign Affairs and Diaspora (MFAD). The 2024 Fellows will have a unique opportunity to contribute to the MFAD and other ministries of the Government of the Republic of Kosova by working and actively engaging in these institutions.

The fellowship will begin in August 2024 and end in June 2025.
The future of Diaspora
The diaspora has played a fundamental role in building the establishment and development of the Republic of Kosova. Therefore, they are invited and strongly encouraged to get formally involved through the Citizen Diplomacy Fellowship (CDF) programme. This program is specifically designed to invite and embrace professionals from the diaspora, each bringing a wealth of experiences, skills and knowledge. Its main objective is to offer them the opportunity to contribute directly by presenting creative and alternative solutions to the challenges that Kosova faces.
Purpose
To bolster Kosova’s global image, fellows will have the chance to travel, network with other professionals, and deepen their understanding of the country’s cultural and political landscape. They are expected to leverage their skills to advance the objectives of the citizen engagement concept. Additionally, they are expected to provide key input in how to actively engage the diaspora in the policy-making processes within the Ministry of Foreign Affairs and Diaspora and across other relevant Ministries.

Eligibility Criteria
& Application Process

Ideal fellows are specialists who have a strong commitment to the improvement of the image of Kosova, who possess strong critical thinking abilities, creativity, and originality. Successful applicants must be eager to use all the resources provided by the fellowship and play an active role in the improvement of Kosova’s position in the global stage.

Required Profile
  • Be members of the diaspora or expatriate community or citizens of the Republic of Kosova currently living outside Kosova.
  • Have a university diploma.
  • Have at least two years of professional experience in fields related to the call, supported by references, motivation letters, and professional nominations.
  • Be able to attend the program in person in Kosova.
  • Preference will be given to applicants who are fluent in languages such as English, German, French, Spanish, and Italian.
  • A strong interest in and commitment to reconnect with the homeland.
Required Skills
  • To express a clear interest in the motivation and purpose of participation in this program through the motivational letter.
  • Writing, quantitative, computer, and other skills can be applied to the fellowship projects.
  • Possess high analytical, assessment, and reporting skills.
  • Self-initiative skills and creativity.
Application Process
  • The application process is divided into two stages: the application phase and the interview phase.

    During the application phase, applicants will fill out the online application form and upload all the required documents. Upon submission, the applicant will receive a confirmation email that their application has been received.


    The interview phase will consist of an online interview between the selected applicants and the selection committee. Once the final list of accepted applicants has been announced, applicants will receive the notification and all following information needed for their start of the fellowship.
Selection Committee
  • The commission consists of five members:

    • Two (2) members from the Ministry of Foreign Affairs and Diaspora;
    • One (1) local, foreign, or diaspora member from academia;
    • Two (2) local, foreign, or diaspora members from civil society sector;
Program Expectation
  • To be engaged hands-on with the Ministry of Foreign Affairs and Diaspora by researching and developing projects with the departments of Public Diplomacy, Economic Diplomacy, and Diaspora Diplomacy.
  • To be engaged hands-on with other ministries of the Republic of Kosova by researching and developing projects within their respective departments.
  • To apply their skills and to work closely with supervisors in compiling strategic documents, databases, analyses and other similar tasks.
  • To attend public activities, regional visits and other mandatory activities as part of the program;
  • To enrich and build upon the online presence of Citizen Diplomacy Fellowship by blogging and documenting their activities and experiences throughout the program duration.

In order to apply, you need to go to this link, fill out the application form, and submit the additional documents that are required.

The applicant must be a member of the diaspora or of the Republic of Kosova, who is currently living outside the Republic of Kosova. Applicants must have at least two years of professional experience; supported by providing  references, and a motivation letter.

Yes, each fellow receives a stipend to cover their living expenses  in Kosova.

The fellows will be selected by the selection committee, which will consist of: academics, representatives from the MFAD, and members of civil society from Kosova and abroad/diaspora.

If you pass the first phase of the application process, you will be invited for an online interview, which  will be conducted virtually through Zoom.

There is  no GPA requirement to submit the application form, only a university degree and  two-years of  professional experience.

It is required that the applicant be fluent in English. Preference will be given to applicants who are also fluent in other languages such as: German, French, Spanish, Italian, etc.

The fellows, upon commencement, will work on multiple outputs in line with the objectives of the fellowship and the Ministry of Foreign Affairs and Diaspora. Their hands-on experience will include research and project development, as well as written articles, document analysis, group projects, blogs, and field work across Kosova.
